Ministerial Decree No. 244 implementing the provisions of the Federal Law on pedigree stock breeding.

In accordance with the Federal Law on pedigree stock breeding the Government decrees : 1) To set up within the Ministry of Agriculture and Food the Department of stock raising and pedigree stock breeding ; 2).To establish that the Department of stock raising and pedigree stock breeding is the authorized animal institution as regards the management of pedigree stock breeding ; 3).To validate the Regulation on practical activities of state pedigree stock breeding inspectors and the Regulation on licensing in the field of pedigree stock breeding ; 4). To oblige Federal Executive Bodies to conform their legislative acts to the Federal Law on pedigree stock breeding. Chief state veterinary inspectors within their sphere of competence shall have the right to: 1) have free access to stock breeding enterprises and receive therefrom all the necessary information free of charge; 2) issue orders to stock breeding organizations as regards elimination of the violations of the norms of the national legislation regarding pedigree stock breeding and enforce the aforesaid orders; 3) suspend trade of pedigree products (materials) in case of exposure of the infringement of the national legislation in the field of pedigree stock breeding; 4) carry out state supervision over the application of new technologies and biotechnology in the field of selection and animal production; 5) prevent trade and other uses of pedigree products (materials) without certificate.
