Federal Law No. 123-FZ on pedigree stock breeding.

This Law lays down the legal basis for pedigree stock breeding, animal reproduction and use of pedigree production (material), determines the authority of the state pedigree stock breeding institution in the sphere of regulation pedigree stock breeding and the rights and duties of physical and juridical persons in the field of pedigree stock breeding. Pedigree stockbreeding is aimed at ensuring the process of reproduction of pedigree livestock in order to improve the productive qualities of farm animals and breeding highly productive farm animals, preserving the gene pool of small and endangered breeds of farm animals useful for breeding purposes. Certification of breeding products (material) is performed in order to determine and document the origin, productivity of breeding animals, their lack of genetic defects, as well as the origin and quality of the seed or embryos. The certificate of certification results - a certificate is the basis for the recognition of a particular animal breeding and guarantees a certain level of efficiency of its use while the user of the breeding products (material) adheres to the technology of livestock breeding. Certification of breeding products (material) is performed by the relevant bodies of state pedigree service with the participation of control and testing stations of animal husbandry, racetracks, and laboratories for selection control of milk quality, wool and laboratories for immunogenic expertise. The Act consists of 10 Sections cokmposed of 48 articles. Section 1 lays down the general provisions. Section 2 regards the foundation of the economic activity in the sphere of pedigree stock breeding. Section 3 deals with the state management of pedigree stock breeding. Section 4 establishes the state regulation of pedigree stock breeding. Section 5 determines the modalities of recognition of pedigree production (material) and its marking. Section 6 concerns organization of pedigree stock breeding activity. Section 7 deals with artificial insemination of cattle and embryo transfers. Section 8 establishes the modalities of dispute settlement and the liability in the field of pedigree stock breeding. Section 9 deals with international cooperation in the field of pedigree stock breeding. Section 10 is the conclusive part.
