Ministerial Decree No. 251 regarding validation of the list of hazardous substances the discharge of which from vessels, other floating objects, flying objects, artificial islands, plants and constructions in the exclusive economic zone of the Russian Federation is prohibited.

The Government decrees to validate the list of hazardous substances that include all types of plastic materials, including synthetic ropes, fishing nets and plastic bags for waste collection, consumer waste materials, except for food remnants, fresh fish and its remnants, ammunition, explosives, biological and chemical weapons and the components for their production, substances which chemical composition is unknown and therefore the permissible concentration limits of which can’t be determined, chemical substances in accordance with MARPOL 73/78 Convention.
