Ministerial Decree No. 282 validating the Regulation on the Federal Water Resources Agency.

This Ministerial Decree stipulates that the Federal Water Resources Agency shall be the authorized Federal executive body for state management of water resources under the authority of the Ministry of Natural Resources of the Russian Federation, and shall be responsible for: (a) determining the territorial distribution of surface water flow (redistribution of water resources of federally-owned water bodies); (b) preventing or mitigating negative impacts of water; (c) protecting water reservoirs and sources of potable water; (d) grant the right to the use of federally-owned bodies of water; (e) keeping the state water register and register water use contracts; and (f) monitoring the state of water bodies at federal level.
