Abstract
According to this Regulation, Federal and Local Administrations of the Russian Federation, Russian and foreign citizens, stateless persons, physical and juridical persons as well as associations have the right to carry out activity for the creation, exploitation and use of artificial islands, constructions and equipment in the inland seabasins and territorial sea of the Russian Federation. The permit issuing authority for artificial islands destined for the purpose of research, survey and extraction of mineral resources of the marine depth and marine water is the Ministry of Natural Resources of the Russian Federation. The permit issuing authority for artificial islands destined for the purpose of fishing and harvest of marine biodiversity, for the conservation, protection and research of marine biodiversity is the Federal Fisheries Committee. All the permits for the creation, exploitation and use of artificial islands, constructions and equipment are named and non-transferable. The Federal issuing authorities keep register of all issued and nullified permits, as well as of suspended, restricted and renewed ones.

It also implements Federal Law of the Russian Federation "On inland seabasins, territorial sea and contiguous zone of the Russian Federation".
