Ministerial Decree No. 461 regarding validation of the Regulation on the modalities of elaboration and validation of standards of the formation of waste and the limits for its disposal.

The present Regulation determines the modalities of elaboration and validation of standards for the formation of waste and sets the limits for its disposal. Standards for the formation of waste determine the established volume of waste of a certain type in the process of manufacturing of a unit of produce. Individual entrepreneurs and legal persons authorized to carry out activity in the field of waste management from the moment of the validation of the present Regulation must elaborate and forward for the validation by the Ministry of Natural Resources draft standards of the formation of waste and the limits for its disposal within the terms established by the Ministry. Limits for waste disposal for extraction and mining industry as well as for waste disposal into subsoil must be validated by the Ministry of Natural Resources by the moment of issuing licence for the use of subsoil. Limits for waste disposal for individual entrepreneurs and legal persons – users of subsoil, already in possession of licences, must be validated by the territorial branches of the Ministry of Natural Resources by agreement with the territorial branches of Federal Mining and Industrial Supervision. Limits for waste disposal are set for 5-year period on condition of annual confirmation by individual entrepreneurs and legal persons of invariability of industrial process and the utilized raw materials.
