Ministerial Decree No.746 of 1998 regarding validation of the Regulation on organization the system of state registration and control of nuclear materials.

The Government decrees to validate the Regulation. The present Regulation determines the modalities of organization of the system of state registration and control of nuclear materials that is compulsory for all legal persons irrespectively of their organizational and legal form, carrying out activity of processing, utilization, transformation, storage and international trade of nuclear materials and also regards Federal Executive Bodies, Regional executive Bodies and the Russian academy of sciences carrying out within their plenary powers management of nuclear energy and state regulation of safety in the process of utilization of nuclear energy, coordinating and controlling the aforesaid activity. Transfer of nuclear materials pertaining to Federal property is allowed on condition of lease exclusively to legal persons in possession of permit (licence) issued by the Federal Survey on Nuclear and Radioactive Safety for carrying out activity in the field of utilization of nuclear energy and on the basis of agreement concluded with authorized state institution. Activity related to registration and control of nuclear materials used in nuclear weapons and nuclear power plants of military purpose is regulated by separate legal acts.
