Abstract
This Law establishes legal basis and principles of regulation of relations originating from utilization of nuclear energy, is aimed at the protection of human health and environment, protection of property in the process of utilization of nuclear energy and is called for the promotion of the development of nuclear science and technology and contribute to the international regime of safe utilization of nuclear energy. The document consists of XVI Chapters that contain 70 Articles. Chapter I (arts. 1-6) lays down general provisions. Chapter II (Arts.7-12) establishes plenary powers of the president, of the Government, State Executive Bodies, Regional Executive Bodies and local self-government on the sphere of the utilization of nuclear energy. Chapter III (Arts.13-19) establishes the rights of the organizations, including social organizations (associations) and citizens in the field of the utilization of nuclear energy. Chapter IV (Arts.20-22) specifies Federal Executive Bodies entitled to carry out management of the utilization of nuclear energy. Chapter V (Arts.23-27) regards state regulation of safety in the process of the utilization of nuclear energy. Chapter VI (Arts.28-33) regards distribution and construction of nuclear plants, sources of radiation and storage sites. Chapter VII (Arts.34-39) regards legal status of the organization authorized to carry out activity in the field of the utilization of nuclear energy. Chapter VIII (Arts.40-42) establishes special conditions for the construction and running vessels and other floating objects with nuclear plants and sources of radiation aboard. Chapter IX (art. 43) establishes special conditions for running of spacecraft and aircraft with nuclear plants and sources of radiation aboard. Chapter X (Arts.44-48) regards management of nuclear materials, radioactive substances and radioactive waste. Chapter XI (Arts.49-52) regards physical protection of nuclear plants, sources of radiation, storage sites, nuclear materials and radioactive substances. Chapter XII (Arts.53-60) establishes liability for damage and harm caused by radiation to legal and natural persons and to human health. Chapter XIII (Arts.61-62) establishes liability for the infringement of the Russian legislation in the sphere of the utilization of nuclear energy. Chapter XIV (Arts.63-64) regards export and import of nuclear plants, technologies, nuclear materials, radioactive substances, special non-nuclear materials and services in the sphere of the utilization of nuclear energy. Chapter XV (Arts.65-68) regards international agreements of the Russian Federation in the sphere of the utilization of nuclear energy. Chapter XVI (Arts.69-70) lays down final provisions.
