National Action Plan to Prevent, Deter, and Eliminate Illegal, Unreported and Unregulated Fishing.

National Action Plan to Prevent, Deter, and Eliminate Illegal, Unreported and Unregulated Fishing is a nationwide sectoral policy document aimed at implementation of the following arrangements: (a) analysis of the legislation of the Russian Federation by federal executive authorities for its compliance with the norms of international law in the field of combating illegal, unreported and unregulated fishing and submission to the Government of the Russian of proposals for improving the legislation of the Russian Federation, including in terms of: regulation of activities for the acceptance, transshipment, transportation, storage and unloading of catches of aquatic biological resources; creation and establishment of the procedure for maintaining and using the list of vessels of the fishing fleet, in relation to which beyond all doubt confirmed illegal, unreported and unregulated fishing; regulation of the procedure for chartering fishing fleet vessels for fishing purposes; marking of vessels of the fishing fleet and fishing gear; inspection of ships flying the flag of a foreign state in the Russian maritime port; (b) strengthening control over the turnover of catches of aquatic biological resources imported into the territory of the Russian Federation and exported outside its boundaries; (c) creation of a system for tracing the origin of catches of aquatic biological resources at all stages of their moving; (d) creation on the basis of existing sectoral systems of a unified system of control over the activities of fishing vessels engaged in the extraction (catch) of aquatic biological resources, processing and transportation of catches of aquatic biological resources, as well as for the development of quotas for the production (catch) of aquatic biological resources with the definition of the head interdepartmental operator of the specified system; (e) introduction of an electronic logbook and the use of enhanced a qualified electronic signature by the captains of the fishing vessels in order to record and transmit information on fishing activities; (f) installation of additional technical video and audio equipment on board of fishing vessels, as well as means of remote access to the necessary information; (g) introduction of a system of documentary confirmation of the legality of origin of catches of aquatic biological resources imported into the territory of the Russian Federation; (h) establishing the possibility of calling at Russian seaports of ships flying the flag of foreign state, which have documented the legality of the origin of their onboard catches of aquatic biological resources; (i) development of international cooperation in the field of combating illegal, unreported and unregulated fishing and illegal trade in catches of aquatic biological resources; (j) improving the effectiveness of control measures for ships flying the flag of a foreign state in response to their conduct of illegal, unreported and unregulated fishing in maritime spaces where the Russian Federation exercises sovereign rights over aquatic biological resources; (k) establishing a warning system designed to disseminate information about facts of non-compliance by ships flying the flag of a foreign state with conservation and management measures related to aquatic biological resources; (l) ensuring measures aimed at preventing the participation of citizens of the Russian Federation in illegal, unreported and unregulated fishing or its support, including on board a ship flying the flag of a foreign state; (m) strengthening of administrative and criminal sanctions against lawbreakers of the Russian Federation on fishing and conservation of aquatic biological resources corresponding to the degree of violations and taking into account the value of the obtained catches of aquatic biological resources, repetition of the violations committed, as well as the amount of damage caused to aquatic biological resources and their habitat; (n) non-provision of measures of state support to legal entities and individual entrepreneurs engaged in illegal, unreported and unregulated fishing; (o) improvement of the registration system for fishing vessels; (p) determination of the rules for the treatment of confiscated vessels in order to prevent their repeated involvement in illegal, unreported and unregulated fishing; and (q) systematic implementation of operational and preventive measures to identify and suppress the facts of illegal extraction (catch) of aquatic biological resources in the internal waters of the Russian Federation, including in the internal sea of the Russian Federation, in the territorial sea of the Russian Federation, on the continental shelf of the Russian Federation, in the Exclusive Economic Zone of the Russian Federation.
