Abstract
Strategy of the fishery complex of the Russian Federation for the period up to 2030 is a sectoral nationwide policy document aimed at ensuring the dynamic development of the fishery complex of the Russian Federation, renewal of production assets, moving away from the raw material orientation of exports by stimulating manufacturing of fish products with a high share of added value, creating favorable conditions for doing business and attracting investments in the industry. The goal of the Strategy is to ensure an advanced economic growth and achieving leading positions in the world markets for fish and other products obtained from aquatic biological resources on condition of ensuring national food security, increase in the total contribution of the fishery complex to the gross domestic product of the Russian Federation, development of human capital and minimizing the negative impact on the environment.
Fishery complex of the Russian Federation in the Strategy shall be intended industrial and economic complex, which includes the following activities: (a) extraction (catch) and processing of aquatic biological resources; (b) transportation, storage, unloading and sale of fish and other products obtained from aquatic biological resources; (c) production of commercial aquaculture products (commercial fishfarming) and artificial reproduction of aquatic biological resources; (d) wholesale trade of fish and other products obtained from aquatic biological resources and products of their processing, promotion and marketing of fish and other products obtained from aquatic biological resources; (e) international cooperation in the field of fish farming; (f) protection and sectoral monitoring system of aquatic biological resources; (g) construction, maintenance, modernization, repair and recycling of fishing vessels; (h) control o fish terminals of seaports and infrastructure for receiving, storing and processing products from aquatic biological resources; and (i) research activities, specialized education and training.
Stocks of the main commercial species of aquatic biological resources are in a steady state. Moreover, the intensity of exploitation of biomass for the main objects in respect of which the total allowable catch is established, does not exceed the limit level. Most of the developed aquatic biological resources has a scientifically grounded high assessment of the stability of reserves. For certain types of aquatic biological resources, reserves are subject to cyclical fluctuations due to natural biological causes. Globally, the Russian Federation is among the first top five world leaders in terms of production (catch) of aquatic biological resources. The main share of the specified catch falls on cod fish species (cod, haddock, pollock, blue whiting). Russia occupies a leading position in world production (catch) for certain groups of aquatic biological resources (cod - 29 percent, salmon 52 percent, herring 4.2 percent). At the same time, up to 71 percent of production (catch) by Russian enterprises are in the Exclusive Economic Zone and the continental shelf of the Russian Federation, 16 percent - to the Exclusive Economic Zones of foreign states, 13 percent - to the territorial sea, internal waters, open areas of the oceans and areas of application of international conventions in the field of fishing and conservation of aquatic biological resources. The pace and scale of development of commercial aquaculture (commercial fishfarming) in Russia lag significantly behind the level of state leading in this sector, in particular China, Vietnam, Norway and etc. A significant part of the production falls on carp, including herbivorous fish species. In recent years, breeding of salmon fish species is developing at a dynamic pace.
The main objectives of the Strategy for 2030 shall be as follows: (a) increase in the total volume of private investment; (b) increase in gross value added due to development of deep processing products; (c) ensuring food security in terms of achieving per capita consumption of fish products in households of the Russian Federation in the amount of at least 22 kg per year in live weight and maintaining the share of domestic fish and other products obtained from aquatic biological resources in the total volume of its commodity resources (including carry-over stocks) of the domestic market at a level not less than 85 percent; (d) increase in the total number of jobs in the fishery complex by 24.5 thousand; (e) labor productivity growth by 1.4 times by 2030 compared to 2018; (f) strengthening leadership in the world fish markets in terms of achieving at least 25 percent of the European Union market share in the product segment from pollock and Atlantic cod (haddock) and at least 10 percent of the share the market of the countries of the Asia-Pacific region in the segment of products from salmon fish species; (g) development and implementation of a national environmental system certification of harvested (caught) aquatic biological resources and fish and other fish products; (h) increase to 3 million tons per year in the volume of cargo handling of domestic fish and other products obtained from aquatic biological resources through Russian seaports; and (i) increasing the share of servicing of domestic fishing vessels in Russian ports.
