Abstract
The Deputy Chief of the Federal Forestry Service specifies that Water Code envisages the setting up of water conservation zones of the water basins, as well as realisation of forestry protection measures in these zones. In connection with the requests for the allotment of water conservation zones and the regime of forest management in them the Federal Forestry Service communicates that there exists the internal contradiction in Water Code because Article 111 prohibits timber extraction and rooting out in the aforesaid zones while Article 113 allows interim felling. Water Code doesn't determine the dimensions and boundaries of water conservation zones. Article 111 authorizes the Government to establish the dimensions and boundaries of water conservation zones and their coastal forest shelter-belt. In accordance with the aforesaid the Government must validate decree regulating these issues. Till the validation of this legislative act it would be advisable to maintain the dimensions and the regime of forest management in prohibited forest shelter-belt as well as in the coastal forest shelter-belt.
