Order of the Ministry of Nuclear Energy regarding validation of the Regulation on state registration and control of radioactive substances and radioactive waste.

The present Regulation is compulsory for all legal persons irrespectively of the form of property and organizational and legal form entitled to carry out activity of processing, handling, utilization, storage, disposal, transportation and transfer over customs border of the Russian Federation of radioactive substances and radioactive waste, by Federal Executive Bodies and Regional Executive Bodies, by the Russian Academy of Sciences that carry out within their plenary powers the respective state management of the use of nuclear energy, safety requirements in the process of the use of nuclear energy and environmental protection. The Regulation consists of 7 Sections. Section 1 lays down general provisions. Section 2 gives the list of terms and definitions. Section 3 specifies radioactive substances and radioactive waste subject to registration and control. Section 4 establishes organizational structure of state registration and control of radioactive substances and radioactive waste and its main functions. Section 5 establishes the modalities of keeping record and control of radioactive substances and radioactive waste. Section 6 regards interaction between the Ministry of Nuclear Energy and Federal Executive Bodies. Section 7 regards education and professional training of the personnel.
