Order No. 119 of the Ministry of Agriculture validating indicators of risk of violation of mandatory requirements in the exercise by the Federal Service for Veterinary and Phytosanitary Supervision of state quarantine phytosanitary control (supervision).

This Order validates indicators of risk of violation of mandatory requirements in the exercise by the Federal Service for Veterinary and Phytosanitary Supervision of state quarantine phytosanitary control (supervision), including the presence on plants (including dead dry aboveground parts of plants), plant products, cargo, organisms or materials that can be carriers of quarantine objects and (or) facilitate their dissemination and in respect of which it is necessary to take quarantine phytosanitary measures related to organisms that are similar to quarantine objects with morphological features, including color, dimension, features of elytra, antennae, egg-laying (for entomological organisms), features of the structure, arrangement of leaves, structure and color of peduncles and flowers, fruits and seeds (for weeds). The presence of plants (including dead dry aboveground parts of plants), plant products, cargo, organisms or materials that can be carriers of quarantine objects and (or) facilitate their dissemination and in respect of which it is necessary to take quarantine phytosanitary measures: symptoms of diseases similar to quarantine objects, including necrosis, wilting, the presence of exudate, plaque, modified shoots, broken stems, changes in the color of the plant; signs of damage similar to damage caused by quarantine objects, including punctures, characteristic changes of color of plants, runoff of gum from fruits, weaving of cocoons, mines, characteristic moves, twisting and/or whitening of leaves. Presence on containers, packaging, as well as packaging materials: organisms that are similar to quarantine objects of morphological features, including color, dimension, features of elytra, antennae, egg-laying (for entomological organisms), features of the structure, arrangement of leaves, structure and color of flower stalks, fruits and seeds (for weeds).
