Governmental Decree No. 1304 validating the Regulation on state quarantine phytosanitary control (supervision).

This Regulation establishes the procedure for organizing and implementation of state quarantine phytosanitary control (supervision). State supervision is carried out in order to ensure compliance with quarantine phytosanitary requirements, prevention and suppression of violations of the requirements of the legislation of the Russian Federation in the field of plant quarantine, including by identifying quarantine objects in regulated products, at regulated facilities. When exercising state supervision over legal entities or individual entrepreneurs who have been granted the right to export regulated products (species) to the member states of the Eurasian economic union, importing states, in order to fulfill international obligations of the Russian Federation, identification of plant species subject to application of quarantine in states-importers, state supervision evaluates compliance by the specified persons with the legislation of the importing states, member states of the Eurasian economic union in the field of plant quarantine. State supervision is carried out: (a) at checkpoints across the state border of the Russian Federation - Federal Service for Veterinary and Phytosanitary Supervision and its territorial bodies and (or) customs authorities in accordance with the Rules for the implementation by customs authorities of control over export from the Russian Federation of regulated products; and (b) in other places where, in accordance with the legislation of the Russian Federation, are available equipped plant quarantine points, places of storage and processing of the regulated products, as well as in specified places for performance by citizens, legal entities of work related to regulated products or regulated plant species.
