Order No. 170 of the Ministry of Natural Resources and Ecology validating the Procedure for maintaining and the form of the register of zoological collections.

This Order approves both the procedure for maintaining the Register of Zoological Collections and the official form of the register. It also invalidates a previous regulatory act from 1997 concerning zoological collections.
The approved procedure outlines how zoological collections—except those already included in the Museum Fund of the Russian Federation—must be registered. Responsibilities for maintaining the register are assigned to the Federal Service for Supervision of Natural Resources (Rosprirodnadzor). Owners of zoological collections must submit applications within specified deadlines, provide legally required documents proving lawful possession, and supply detailed lists of the collection’s objects. Provisions are included for adding a new collection, modifying existing entries, or removing a collection from the register. Expert review is required to determine whether a collection has scientific, cultural, or other special value warranting state accounting.
The Procedure also sets rules for handling applications, reasons for refusal, required processing times, and the types of information that must be included in the register (such as ownership details, description of the collection, number and type of specimens, and storage conditions). The register is to be maintained electronically on Rosprirodnadzor’s official website, with measures for data protection, backup, and public accessibility—except for information legally restricted from public access.
