Order No. 195 of the Ministry of Agriculture and Food validating the list of industrial fisheries and fish farms subject to licensing.

Industrial fisheries operating in the following areas shall be subject to licensing: (a) fisheries on the continental shelf, EEZ of the Russian Federation, high seas and coastal zones, and also with the use of fishing vessels with engine output of 110 kW and over in the internal waterbodies and in territorial sea; (b) fisheries in internal seas and territorial seas using fishing vessels with an engine output under 110 kW, and using fishing gear and methods without means of navigation; (c) transhipment; and (d) harbours. The following activities related to industrial fish farms shall be subject to licensing: (a) stock enhancement; (b) acclimatization; and (c) aquaculture and mariculture.
