The Chief of the Department of the Protection of Soil and Land Resources orders to validate the list of the officials authorized to carry out state control over the use and the protection of land that are authorized to examine independently the cases of the infringement of land legislation. Territorial (local) branches of the Ministry must brisk up the work of interpretation of land and environmental legislation currently in force regarding the rational use and the protection of land, compensation for damages, make answerable the culprits in the process of the formation of land relations of new type based on private property on land.
