Abstract
The Minister orders to the Chief Directorate for plant protection, to the Chief Directorate for stock-breeding and to the regional managing authorities of the agro-industrial complex to adopt measures for the prevention of spreading of plant variety and breeding animal stock that have not been included into the State Register of selection achievements and were authorized for reproduction. Chief Directorate for plant protection, Chief Directorate for stock breeding and State seed inspection must modify their Regulations and Instructions as regards the ban for the issuing of compliance certificates for seeds and stock breeding material for: 1) selection achievements not included into the State Register of selection achievements, except for seeds and stock breeding material destined for research programs, state testing and export; 2) protected selection achievements to the persons that are neither holders of the patent nor licensees, except for seeds and stock breeding material for experimental use and seeds extracted from plant variety for the use limited to a given enterprise for the period of 2 years.
