Order No. 3 of the Ministry of Economic Development and Trade regarding the organization and carrying out the auction sale of the industrial quotas for catch (harvest) of aquatic biological resources.

Natural and legal persons authorized to carry out fisheries in conformity with the legislation currently in force shall be authorized to take part in the auction sale of quotas. Auction sale can be of the open type and of the closed type. The Commission especially set shall be entitled to carry out the auction sale of quotas. The aforesaid Commission shall validate the terms and conditions of auction sale of quotas for the current year, shall determine the amount of lots proposed for sale, starting price thereof and the amount of deposit. The Russian and the foreign participants of the auction sale shall forward application in conformity with the established modalities, certificate of state registration of the applicant and the documentation confirming ownership thereby of fishing vessel. The applicants devoid of the right to allocation of quotas or fishing authorization on the grounds envisaged by the Russian legislation shall not be admitted to take part in the auction sale.
