Order No. 323 of the Ministry of Natural Resources regarding issuing authorizations.

The Minister orders to entitle Department of Environmental Protection and Ecological Safety with the task of examination, elaboration and decision-making on the following issue: 1) the possibility of import into the Russian Federation and export from the Russian Federation of ozone depleting substances and produce containing them; 2) issuing authorization for transboundary (transit) movement of hazardous waste; 3) import, export, transit through the territory of the Russian Federation of commodities classified as hazardous waste in accordance with the provisions of the Ministerial Decree No. 766 of 1996 but not pertaining to the category of hazardous waste and not regulated by the aforesaid Ministerial Decree.
