Order No. 408 of the Ministry of Agriculture validating the Procedure for concluding an agreement on fishfarming area use for pasture aquaculture in relation to anadromous fish species with legal entities and individual entrepreneurs that used their own funds for artificial reproduction of anadromous fish species at a fishery waterbody or a part of it in the inland waters of the Russian Federation, with the exception of inland sea waters of the Russian Federation, using their buildings, facilities and other property for raising, keeping, release and other activities in relation to anadromous fish species, without holding tenders (tenders, auctions).

This Order establishes the procedure for concluding an agreement on fishfarming area use for pasture aquaculture in relation to anadromous fish species with legal entities and individual entrepreneurs that used their own funds for artificial reproduction of anadromous fish species at a fishery waterbody or a part of it in the inland waters of the Russian Federation, with the exception of inland sea waters of the Russian Federation, using their buildings, facilities and other property for raising, keeping, release and other activities in relation to anadromous fish species, without holding tenders (tenders, auctions). In case the applicant based on the contract for artificial reproduction of anadromous fish species performed artificial reproduction of anadromous fish species, the list of which is approved in accordance with Article 29.1 of the Federal Law of December 20, 2004 № 166-FZ "On fisheries and conservation of aquatic biological resources", he has the right to conclude a contract for the use of the fish farm without tenders (tenders, auctions) for rangeland aquaculture in respect of anadromous fish species subject to payment of fees, calculated in accordance with the Regulation on calculation and collection of fees for management of fishfarming areas, approved by Order of the Ministry of Agriculture of Russia from February 2, 2015 № 30. The conclusion of the Agreement shall be carried out by the territorial administration of the Federal Fishery Agency, in the territory of which the artificial reproduction of aquatic biological resources in respect of anadromous fish species was carried out at the expense of own funds on the basis of the Agreement for artificial reproduction, in accordance with civil legislation, Federal Law and the present Procedure.
