Order No. 450 validating the Regulation on the modalities of distribution of quotas of catch (harvest) of aquatic biological resources for scientific research, educational and social purposes.

Quotas for catch (harvest) of aquatic biological resources for scientific research, educational and social purposes shall be allocated to the Russian scientific research, educational, vocational and social organizations in accordance with the application forwarded in conformity with the modalities established by the present Regulation. The applications shall be examined by the Federal Fisheries Committee. Priorities for obtaining quotas for catch (harvest) of aquatic biological resources for scientific research purposes shall be granted in the following cases: 1) activity within the framework of the annual Plan for exploration and state monitoring of aquatic biological resources of the World Ocean; 2) activity carried out in accordance with inter-departmental and inter-institutional programs; 3) having practical purposes. Catch (harvest) of aquatic biological resources shall be carried out in accordance with fishing licences (authorization) issued by the Federal Fisheries Committee.
