Ministerial Decree No.704 of 2003 regarding quotas for catch (harvest) of aquatic biodiversity.

President of the Federal Fisheries Committee establishes that total allowable catch (harvest) of aquatic biodiversity in the internal sea, territorial sea, continental shelf, EEZ of the Russian Federation, in the Azov sea, the Caspian sea, and in the lower reaches of the rivers flowing into them, as well as in the zones regulated by the joint Russian-Norwegian Fisheries Commission must be validated annually by the Russian Government. Federal Fisheries Committee must forward annually till the 20th of November to the Russian Government for validation the proposals regarding: a). quotas for personal consumption for indigenous scanty populations of the North, Siberia and Far East of the Russian Federation ; b). total allowable catch (harvest) of aquatic biodiversity for industrial purposes in the inland sea, territorial sea, continental shelf and EEZ of the Russian Federation in the Baltic sea, the Black sea, the Azov sea, the Caspian sea, and the lower reaches of the rivers flowing into them with the distribution among the subjects of the Russian Federation which territory is adjacent to the coastal area; c). total allowable catch (harvest) of aquatic biodiversity for industrial purposes in the continental shelf and EEZ of the Russian Federation (except for the Baltic sea and the Black sea) and in the zones regulated by the joint Russian-Norwegian Fisheries Commission; d). total allowable catch (harvest) of aquatic biodiversity for foreign states in accordance with the international agreements signed by the Russian Federation; e). total allowable catch (harvest) of aquatic biodiversity for scientific research, education and cultural and educational purposes; f). total allowable catch (harvest) of aquatic biodiversity for stock enhancement and acclimatization; g). total allowable catch (harvest) of aquatic biodiversity for artisanal and sport fishing.
