Abstract
The Classifier is intended for the use within the framework of state management of waste in the process of registration, inspection, rate setting of waste, licensing of waste disposal, issuing authorization for transboundary movement and disposal of waste, in the process of projecting environmental protection constructions and carrying out environmental protection arrangements, and also for the valuation of damage or risks originating from waste management. The Chief Analytical Directorate of the Committee is entitled to provide for the keeping up of the Federal Classifier. The Department of the State Ecological Control and Security is entitled to provide for the methodological directions and supervision over the keeping up of the Federal Classifier. The Federal Classifier consists of 4 Sections and is supplemented with one Annex. Section 1 lays down the general provisions. Section 2 determines the system of classification and encoding of the waste products. Section 3 contains the contents of the Federal Classifier. Section 4 establishes the modalities of registration of the waste products in the Federal Classifier.
