Order No. 53 of the Federal Service of the National Guards of the Russian Federation validating the Requirements related to the regime of protection of crops containing narcotic drugs or psychotropic substances or their precursors.

This Order establishes the requirements related to the regime of protection of crops containing narcotic drugs or psychotropic substances or their precursors aimed at preventing, detecting and suppressing unlawful encroachments on crops of narcotic plants. These requirements are mandatory for state unitary enterprises and institutions performing state cultivation of narcotic plants for scientific, educational and expert purposes; cultivation of narcotic plants for the production of narcotic drugs and psychotropic substances used for medical and (or) veterinary purposes; cultivation of narcotic drugs and psychotropic substances subject to state control in accordance with the international treaties of the Russian Federation related to cultivation of a plant which contains narcotic substances such as the opium poppy for industrial purposes not related to the production or manufacturing of narcotic drugs and psychotropic substances. Protection regime of crops of narcotic plants must include at least one of the following measures: organization of security of the facility on site through direct posting of a guard post (patrol) on site; organization of security of an object by means of technical guarding of a facility with a prompt response to reports of triggering of security and fire alarm systems and alarms.
