Order No. 74 of the Federal Fisheries Agency establishing the tasks and the functions of the basin departments for stock enhancement, repopulation of aquatic biological resources and regulation of fisheries.

Basin departments shall carry out the following functions: 1) organization and carrying out jointly with scientific fisheries institutions the complex study of aquatic biological resources for the purpose of valuation thereof and determination of total allowable catch; 2) organization of artificial stock enhancement, repopulation and acclimatization of aquatic biological resources; 3) restoration of the natural habitats destroyed as a result of natural calamities and disasters; 3) participation in state registration and monitoring of aquatic biological resources and supervision of fishing vessels; 4) data collection, reporting and registration of data regarding aquatic biological resources; 5) participation in keeping register of the managers of aquatic biological resources, register of fishing areas for coastal fisheries; 6) participation in the distribution of quotas for catch (harvest) of aquatic biological resources in the respective cases.
