Abstract
The Government orders to validate the Regulation and to establish that until the validation by the Government of the Russian Federation of the list of the organizations subordinated to federal executive bodies Federal Fisheries Agency maintains under its jurisdiction organizations previously subordinated to the abolished Federal Fisheries Committee. Federal Fisheries Agency is federal executive body entitled to carry out functions of rendering state services, management of state property in the sphere of fisheries, rational use, study, conservation and reproduction of aquatic biodiversity and its habitats. Federal Fisheries Agency is attached to the Ministry of Agriculture. Federal Fisheries Agency has plenary powers in the following spheres of activity: 1. to conduct tenders and to conclude contracts for distribution of orders for delivery of commodities, services, research for state needs; 2. to organize complex study of aquatic biodiversity for the purpose of valuation of stock and determination of total allowable catch; 3. state registration and state monitoring of the state of aquatic biological resources; 4. to build fishing vessels; 5. artificial stock enhancement and acclimatization of aquatic biological resources; 6. to keep state cadastre of the users of aquatic biodiversity; 7. annual distribution of quotas for catch (harvest) of aquatic biodiversity among foreign states; 8. annual distribution of quotas for catch (harvest) of aquatic biodiversity allotted to the Russian Federation in EEZ of foreign states; 9. annual distribution of quotas for catch (harvest) of aquatic biodiversity for ensuring proper needs (personal consumption) of indigenous scanty population and ethnic communities of the North, Siberia and Far East, quotas for coastal fisheries and quotas for artisanal and sport fisheries; 9. annual allocation of quotas for the Russian users for industrial catch (harvest) of aquatic biodiversity in accordance with the fixed shares of the total allowable catch. The document consists of III Sections. Section I lays down general provisions. Section II regards plenary powers. Section III regards organization of activity.
