Order No.113 of 1996 regarding validation of the Requirements to the materials to be submitted to state environmental audit for the classification of individual areas of the Russian Federation as zones of ecological emergency or ecological disaster.

The present document is destined for: 1. state institutions and social ecological associations that initiate activity for the classification of territory as zone of ecological emergency or ecological disaster, 2. authorized institutions in the sphere of environmental protection and natural resources; 3. authorized institutions in the sphere of protection of public health; 4. organizations and experts conceding information on ecological state of environment and public health. The present document establishes requirements to: 1. the form and contents of the materials regarding state of environment and public health on the territory with unfavourable ecological situation subject to forwarding for state environmental audit; 2. the structure and the contents of the Federal Special Program (FSP) of immediate arrangements regarding removal of the territory from the state of ecological emergency or ecological disaster. The document consists of 6 Sections. Sec.1 lays down general provisions. Sec.2 specifies the form of the presentation of the materials. Sec.3 regards explanatory note. Sec.4 regards annexes to the main document. Sec.5 regards graphic materials. Sec.6 contains draft of the Federal Special Program (FSP) of immediate arrangements regarding removal of the territory from the state of ecological emergency or ecological disaster.
