Abstract
Chief of State Grain Inspection orders to validate the Regulation. This document regulates the activity of territorial branches of State Grain Inspection attached to the Government of the Russian Federation that is authorized to carry out state control over quality and rational use of seeds of bread grains, leguminous plants and oil seeds, flour, cereals, bread, bakery products and macaroni foods, mixed fodder and by-products of grain processing (derivatives). The main tasks of territorial branches are: 1). Carrying out state control over quality and rational use of grain and its derivatives; 2). Protection of consumers’ rights as regards provision with grain and its derivatives which quality must comply with normative and technical requirements; 3). Elaboration by agreement with the regional executive bodies concerned of proposals regarding improvement of regional policy in the field of improvement of quality of grain and its derivatives. 4). Certification in accordance with the established modalities of grain and its derivatives.
