Abstract
President of the Federal Fisheries Committee orders to validate the Regulation. The proposals for the distribution of quotas for the next year are elaborated by the basin scientific and research councils in accordance with the administration of the subjects of the Russian Federation and must be forwarded to the Federal Fisheries Committee. The administration of the subjects of the Russian Federation must determine annually till the 1st of November and forward to the Federal Fisheries Committee for validation proposals regarding distribution of quotas among the registered users, specifying within the total allowable catch the following quotas: a) quotas for personal consumption for indigenous scanty populations of the North, Siberia and Far East of the Russian Federation; b) quotas for artisanal and sport fishing; c) industrial quotas including coastal zone fishing; d) special quotas, including those for stimulation of development and support of coastal fish processing enterprises and quotas for stimulation of organizations engaged in construction of fishing vessels at the Russian shipyards. The distribution of quotas among the applicants must be carried out through tenders.
