Order No.50 of 1999 of the Ministry of Agriculture and Food regarding the modalities of registration of the originator of plant variety.

The Minister orders to validate the Regulation. Structural subdivisions of the Ministry, Regional ministries and Departments of Agriculture and Food must adopt the Regulation for guidance and execution. Originator of plant variety can be registered a physical or a juridical person that created, grew, made known plant variety and (or) provides fro its conservation. There can be registered one or more originators of a plant variety. Originators of plant variety registered in the State register of selection achievements and allowed for utilization are subject to registration. Originator of a plant variety protected by patent for selection achievement can be registered patentee or licensee that has obtained plenary powers from patentee. Either a foreigner or a Russian national can be registered as originators of a foreign plant variety. State commission for testing and protection of selection achievements is authorized institution for registration of plant variety.
