Abstract
The President, for the purpose of ensuring sustainable functioning of the system of protected areas and fulfilment of the obligations of the Russian federation originating form Convention on biological diversity of 1992, decrees to validate Federal Special Program (FSP) on state support of state natural reserves and national parks for the period of 2000. The main elements of the network of protected areas of federal subordination are natural reserves and natural parks. The Program is aimed at conservation and development under conditions of the transition to the market economy of the existing network of state natural reserves and national parks, realization of its immense potential for the purpose of maintaining ecological balance and prevention of destruction of typical and unique natural complexes and ecosystems, their use for scientific, educational and recreational purposes The Regulation consists of 4 Sections. Section 1 describes the state of the system of state natural reserves and national parks. Section 2 establishes the purposes and the tasks of the Program. Section 3 determines the main directions of the realization of the Program. Section 4 regards financial coverage of the Program, mechanism and valuation of the efficiency of its realization.
