Presidential Decree No. 13 validating the Fundamentals of State Policy for Regional Development of the Russian Federation for the period until 2025.

These Fundamentals define the principles, goals, priority tasks and mechanisms for implementing state regional development policy of the Russian Federation. In particular, the Fundamentals establish that state policy of regional development shall be intended the system priorities, goals, objectives, measures and actions of federal bodies of state power on political and socio-economic development of the constituent entities of the Russian Federation and municipalities.
State policy of regional development shall be implemented taking into account strategic national priorities, defined in the documents of strategic documents planning developed at the federal level within the framework of goal setting, forecasting, planning and programming.
The state policy of regional development is implemented in accordance with the following principles: (a) ensuring the territorial integrity, unity of the legal and economic space of the Russian Federation; (b) ensuring equal opportunities for the implementation of constitutional rights and freedoms of citizens of the Russian Federation throughout the country; (c) maintaining a balance between increasing the economic potential of the regions and maintaining a comfortable living environment for the population; (d) implementation of incentive measures for state support of regions and municipalities, subject to the independent exercise by government bodies of the constituent entities of the Russian Federation and local self-government bodies of their powers established by the Constitution of the Russian Federation and federal laws; (e) delimitation of powers between federal government bodies, government bodies of constituent entities of the Russian Federation and local government bodies on the basis of subsidiarity; (f) a differentiated approach to the implementation of measures of state support for regions and municipalities, depending on their socio-economic and geographical characteristics; and (g) ensuring sustainable economic growth and scientific and technological development of regions, increasing the level of competitiveness of their economies in international markets.
The results of the implementation of the state policy of regional development shall be: (a) reducing differences in the level and quality of life of citizens of the Russian Federation living in different regions, as well as in cities and rural areas; (b) reducing differences in the level of socio-economic development of regions; (c) achieving the required level of infrastructural provision of all populated territories of the Russian Federation; (d) further development of the urbanization process, in particular the development of large urban agglomerations, as a necessary condition for ensuring economic growth, technological development and increasing the investment attractiveness and competitiveness of the Russian economy in world markets; and (e) increasing the level of satisfaction of the population with the activities of government bodies of the constituent entities of the Russian Federation and local governments.
