Federal Law No. 172-FZ “On strategic planning.”

This Federal Law establishes the legal basis for strategic planning in the Russian Federation, coordination of state and municipal strategic management and budget policy, powers of federal government bodies and authorities, government bodies of the constituent entities of the Russian Federation, local government bodies and the procedure for their interaction with public, scientific and other organizations in the field of strategic planning. This Federal Law regulates relations arising between participants in strategic planning in the process of goal setting, forecasting, planning and programming the socio-economic development of the Russian Federation as well as monitoring and control of implementation of strategic planning documents, aimed at solving the problems of sustainable socio-economic development of the Russian Federation. Strategic planning documents include socio-economic planning and land-use planning. The long-term forecast of socio-economic development of the Russian Federation contains the main indicators of the state of the environment and natural resources.
