Presidential Decree No. 309 implementing Federal Law No. 273-FZ «On combating corruption».

This Presidential Decree establishes that information on income, property and property-related obligations of the spouse and minor children shall be submitted according to the form of the certificate approved by the President of the Russian Federation. It lists categories of citizens for whom submittal of the aforesaid certificates is mandatory and lists public offices of competence to which such certificates shall be submitted depending upon application for employment in public offices. Reported data shall contain information on: (a) accounts (deposits) and cash in foreign banks located outside the territory of the Russian Federation; (b) government securities of foreign countries, bonds and shares of other foreign issuers; (c) immovable property located outside the territory of the Russian Federation; and (d) property-related obligations outside the territory of the Russian Federation. By decision of the President of the Russian Federation, the Head of the Administration of the President of the Russian Federation or an official specially authorized thereby, the Department for Countering Corruption of the President of the Russian Federation may carry out checks according to the established procedure in relation to reliability and completeness of information on income, expenses and property-related obligations of the applicants for public offices and public employees and compliance with mandatory requirements of public employees, spouses and minor children thereof with prohibitions and restrictions, and also in relation to fulfilment of their duties.
