Federal Law No. 273-FZ «On combating corruption».

This Federal Law establishes the basic principles countering corruption, the legal and organizational bases for preventing corruption and combating it, minimizing and (or) eliminating the consequences of corruption offences. Corruption shall be intended: (a) abuse of office, giving a bribe, taking a bribe, abuse of authority, commercial bribery or any other illegal use by a natural person's of his/her official position contrary to the lawful interests of society and the State for the purpose of obtaining a benefit in the form of money, valuables, other property or services of a pecuniary nature, other property rights for oneself or for third parties or the unlawful provision of such benefits to the said person by other natural persons; and (b) the commission of the acts referred to in subparagraph (a) of this paragraph on behalf or in the interests of a legal entity. Countering corruption shall be intended activities of federal government bodies, public authorities of constituent entities of the Russian Federation (regional public authorities), bodies of local government, civil society institutions, organizations and natural persons within the scope of their powers: (a) to prevent corruption, including the identification and subsequent elimination of the causes of corruption (prevention of corruption); (b) detecting, preventing, suppressing, uncovering and investigating corruption offences (anti-corruption); and (c) to minimize and/or eliminate the consequences of corruption offences. Combating corruption in the Russian Federation is based on the following basic principles: (a) recognition, provision and protection of fundamental human and civil rights and freedoms; (b) legality; (c) publicity and openness of the activities of state bodies and local self-government; (d) the inevitability of liability for corruption offences; (e) comprehensive use of political, organizational, informational, promotional, social and economic, legal, special and other measures; (f) priority application of measures to prevent corruption; and (g) cooperation between the state and civil society institutions, international organizations and natural persons. The Russian Federation, in accordance with international treaties of the Russian Federation, and (or) on the basis of the principle of reciprocity, cooperates in the field of corruption with foreign states, their law enforcement bodies and special services, as well as with international organizations in order to: (a) identify persons suspected (accused) of committing corruption offences and their whereabouts, as well as the whereabouts of other persons involved in corruption offences; (b) identifying assets obtained as a result of corruption offences or instrumentalities thereof; (c) where appropriate, furnishing items or samples of substances for investigation or forensic examination; (d) exchanging information on anti-corruption issues; and (e) coordination of anti-corruption prevention and combating corruption activities. This Federal Law establishes the powers of the RF President, Federal Assembly (Parliament), the Government, federal state bodies, local government, Attorney General and Court of Auditors of the Russian Federation in the field of countering corruption. It establishes the obligation of state and municipal employees to submit information on income, property and property obligations and the obligation of state and municipal employees to notify about requests for inducement to commit corruption offences. This Federal Law specifies the concept of the conflict of interests for state and municipal service, establishes the procedure for preventing and resolving conflicts of interests in state and municipal service. It also establishes liability of natural and legal persons for corruption offences.
