Presidential Decree No. 565 regarding the arrangements for economic stabilization and promotion of reforms in agro-industrial complex.

The President, for the purpose of economic stabilization in agro-industrial complex, creation of favourable conditions for increase of the production of agricultural commodities and foodstuffs, increase of social insurance of peasants and further intensification of agrarian reform, decrees as follows: 1) To establish that the main directions of state policy in the field of reformation of agro-industrial complex are assistance in the setting up and functioning of efficient economic structures in agro-industrial complex with the use of means stationed by the federal budget for support of agricultural organizations irrespectively of the form of property and organizational and legal form, state financing of structural transformation of the agricultural organizations, improving financial position of unprofitable agricultural enterprises, information backing and personnel selection for the promotion of agrarian reform financed from federal budget, republican budgets and extra-budgetary sources, promotion of agricultural cooperation as a priority direction of the agrarian reform, including support for setting up by the producers of agricultural commodities of production, processing, providing and trading, agro-servicing, crediting, insurance and other types of cooperatives, incentives for the newly-set peasant farms for the initial purchase of agricultural equipment. 2) To establish that trading organizations that purchase agricultural commodities from producers must pay them immediately after revenue to the budgets of all levels, to the Pensionary Fund, to the Federal Fund of Compulsory Medical Insurance, to State Employment Service and Social Insurance Fund of the Russian Federation. 3) To establish that state authorized institution in the field of land reclamation is the Ministry of Agriculture and Food and the respective regional executive bodies. To establish that the Ministry of Agriculture and Food is the leading managing authority of agro-industrial complex and food delivery.
