Presidential Decree No. 613 “On anti-corruption issues.”

This Presidential Decree validates the procedure for posting information on income, expenses, property and property-related obligations, applicable to certain categories of persons and members of their families, on the official sites of federal government agencies, regional branches of government agencies of the Russian Federation and organizations and the provision of this information to all-Russian mass media for publication. The official websites shall post and provide to the all-Russian mass media for publication the following information related to income, expenses, property and property-related obligations of the employees (officials) who hold the positions for filling of which entails the publication of such information, as well as information on income, expenses, property and property-related obligations of their spouses and underage children: (a) list of objects of immovable property owned by the employee (official), his/her spouse (husband) and children under age, specifying the type, area and country of location of each of such objects; (b) list of vehicles with an indication of their type and make, owned by the employee (official), his/her spouse (husband) and minor children; (c) the declared annual income of the employee (official), his/her spouse (husband) and minor children; (d) information on the sources of funds at the expense of which transactions to acquire a land plot or other immovable property, means of transport or securities, shares in authorized (share) capitals of organizations were effected, if the total amount of the total income of the employee and his/her spouse (husband) for the last three years preceding the reporting period exceeds total income of employee (official). The following information and data shall be prohibited for publication on the official websites: (a) other information and data related to property in ownership except for above-mentioned; (b) personal data of spouse (husband), children and other family members of employee (official); (c) personal data on spouse (husband), children and other family members of employee (official); (d) data that allow to determine the place of residence, mailing address, telephone and other individual means of communication of the employee (official), his/her spouse (husband), children and other family members; (e) data that allow to determine the location of objects of immovable property owned by the employee (official), his/her spouse (husband), children and family members; and (f) information classified as state secret or confidential.
