Presidential Decree No. 633 validating the “Fundamentals of State Policy in the field of strategic planning in the Russian Federation.”

These Fundamentals define the goals, objectives and main directions of state policy in the field of strategic planning, as well as the mechanisms for implementing this policy and ensuring strategic planning based on the inextricable relationship and interdependence of socio-economic development and national security.
These Fundamentals are aimed at improving: (a) interaction between participants in strategic planning under the leadership of the President of the Russian Federation, coordination of strategic management and budgetary policy measures; (b) organizing the development of strategic planning documents in accordance with their architecture; (c) coordination and control in the field of strategic planning; and (d) organizing analytical and strategic planning.
The goals of state policy in the field of strategic planning are: (a) creating conditions for long-term sustainable socio-economic and scientific and technological development of the Russian Federation, ensuring national security and effective strategic management based on strategic planning; (b) organization of interaction between public authorities in the sphere of strategic planning in order to ensure national interests and implementation of strategic national priorities implemented under the leadership of the President of the Russian Federation; (c) formation of an effective system of strategic planning based on the principles of strategic planning; (d) ensuring the efficient use of resources for achieving goals and implementing the tasks of socio-economic development and ensuring national security; and (e) increasing the efficiency of government macroeconomic policy, formation of guidelines for investors when making long-term investment decisions.
