Presidential Decree No. 666 “On reduction of greenhouse gas emissions.”

The President decrees that the Government of the Russian Federation must: (a) ensure a reduction in greenhouse gases emissions by 2030 up to 70 percent relative to the 1990 level, taking into account the maximum possible absorption capacity of forests and other ecosystems and subject to sustainable and balanced socio-economic development of the Russian Federation; (b) develop taking into account the characteristics of economic sectors of the Strategy for the socio-economic development of the Russian Federation with Low Greenhouse Gas Emissions until 2050 and approve it; and (c) ensure the creation of conditions for the implementation of measures to reduce and prevent greenhouse gas emissions, as well as to increase the absorption of such gases.
