Abstract
This Doctrine represents a system of views on the goals, basic principles, objectives and mechanisms for implementing the unified state policy of the Russian Federation on issues related to climate change and its consequences, and is the basis for the development and implementation of climate policy.
This Doctrine is based on the fundamental and applied scientific knowledge in the field of climate and related areas including: (a) analysis of the past and current state of the climate system; (b) assessment of natural and anthropogenic factors, influencing climate; (c) forecast of climate change and the impact of consequences of such changes to the economic development of the Russian Federation, other states and regions of the world, quality of life of the population; (d) assessment of the degree of protection (vulnerability) of ecosystems, economy, population, government institutions and state infrastructure in connection with climate change and assessment of existing possibilities for adaptation to it; and (e) assessment of possibilities for mitigating anthropogenic impact on climate.
The strategic goal of climate policy is ensuring safe and sustainable development of the Russian Federations, including institutional, economic, environmental and social, including demographic, factors, in conditions of climate change and the emergence of risks associated thereto. Key long-term goal of climate policy is an achievement, taking into account national interests and priorities of socio-economic development no later than 2060, balance between anthropogenic greenhouse gas emissions and their absorption.
The main principles of climate policy are: (a) the global nature of the interests of the Russian Federation in relation to climate change and the impact on socio-economic development; (b) priority of national interests and implementation of climate policy; (c) clarity and transparency of climate policy; (d) recognition of the need for action both at the domestic level and within the framework of full international interaction with the participation of the Russian Federation on issues related to climate change, including those involving economic cooperation and the development of coordinated approaches to climate policy, as well as the implementation of research programs and projects; (e) comprehensive consideration of possible economic, social, environmental and other losses and benefits associated with climate change, including in the long-term period; (f) the scientific validity of the measures taken by the state in the field of climate, including the recognition of the equivalence of measures to reduce greenhouse gas emissions and measures to increase the absorption of greenhouse gases, as well as taking into account the principle of technological neutrality when assessing the measures taken by the Russian Federation to mitigate the anthropogenic impact on the climate; (g) balance of actions to ensure sustainable development; (h) prudence in planning and implementing measures to adapt the population, economy and environment to the adverse effects of climate change; and (i) technological neutrality of government measures in the field of climate, which implies an impartial approach to the use of technologies that help mitigate anthropogenic impact on the climate, based on an assessment of their economic, climatic and environmental effectiveness and feasibility.
