Presidential Decree No. 691 validating the Regulation on the Maritime Collegium.

The Maritime Collegium is a collegial body formed for the purpose of ensuring the implementation of the national maritime policy, protecting the national interests and strengthening its defense capability in the World Ocean, implementing the maritime activities, as well as for the purpose of ensuring the coordination of the activities and interaction of federal executive bodies, executive bodies of the constituent entities of the Russian Federation and organizations on issues of implementing the national maritime policy. The main tasks of the Maritime Collegium are: (a) development of measures aimed at preserving the Russian Federation's status as a great maritime power, increasing the effectiveness of national maritime policy, ensuring the protection of the national interests and strengthening its defense capability in the World Ocean; (b) implementation of maritime activities, including maintaining strategic stability in the World Ocean; (c) protection of the national interests in the development, use and protection of the resources and spaces of the World Ocean, the Arctic and the Antarctic; (d) development of the Northern Sea Route as a national transport communication of the Russian Federation and ensuring guaranteed access of the Russian Federation to global transport communications in the World Ocean; (e) prevention of pollution of the marine environment and conservation of marine biological diversity; and (f) study and development of the resources and spaces of the World Ocean, the Arctic and the Antarctic. Presidential Decree No. 512 validating Marine Doctrine of the Russian Federation shall be amended to add the following wording: “The Government of the Russian Federation shall ensure the implementation of priority areas for the development of maritime activities defined by this Doctrine.”
