Abstract
This Doctrine is a document of strategic planning, which reflects the totality of official views on the national maritime policy of the Russian Federation and maritime activities of the Russian Federation. The legal basis of this Doctrine is Constitution of the Russian Federation, federal constitutional laws, federal laws and other regulatory legal acts Russian Federation in the field of maritime activities, as well as generally recognized principles and norms of international law, international treaties of the Russian Federation in the field of maritime activities and use of resources and spaces of the World Ocean.
National maritime policy of the Russian Federation shall be intended definition by the state and society of goals, principles, directions, tasks and methods ensuring the national interests of the Russian Federation in the World Ocean, as well as practical activities for their implementation. Maritime activities of the Russian Federation shall be intended activities for the study, development, use, protection and conservation of resources and spaces of the World Ocean in interests of sustainable socio-economic development of the Russian Federation and ensuring its national security. Maritime potential of the Russian Federation shall be intended a combination of maritime transport, the Navy, fishing, research and specialized fleets, deep-sea forces and means of the Russian Ministry of Defense, forces and means of the federal security service, forces and means of the National Guard, forces and means of the Russian Ministry of Emergency Situations, as well as Russian organizations of shipbuilding and shipbuilding, the infrastructure that ensures their operation and development, objects and means of exploration, production and transportation of marine hydrocarbon and mineral resources, and other minerals.
The national interests of the Russian Federation as a great maritime powers extend to the entire oceans and the Caspian Sea. They are formed taking into account challenges and threats to the national security of the Russian Federation in the World ocean, generally recognized principles and norms of international law, international treaties of the Russian Federation, as well as taking into account sovereignty and national interests of other states
The national interests of the Russian Federation in the World Ocean are: (a) independence, state and territorial integrity of the Russian Federation, the inviolability of the sovereignty of the country, extending to the internal sea waters, the territorial sea, their bottom and subsoil, as well as the airspace above them; (b) ensuring the sovereign rights and jurisdiction of the Russian Federation in the exclusive economic zone and on the continental shelf of the Russian Federation; (c) freedom of the high seas, including freedom of navigation, flight, fishing, scientific research, the right to lay submarine cables and pipelines, the right to explore and develop the mineral resources of the international seabed area; (d) ensuring environmental security during works in the oceans, prevention of marine pollution, including production and consumption waste, conservation of biological diversity of the marine environment; (e) conservation of marine natural ecosystems and rational use of their resources; and (f) an integrated approach to the development of public environmental monitoring (state environmental monitoring) coastal areas, inland marine waters, territorial sea, exclusive economic zone and the continental shelf of the Russian Federation.
Important areas (zones) for ensuring the national interests of the Russian Federation are water areas of oceans and seas adjacent to the coast of the Russian Federation, including the Sea of Azov and the Black Sea; eastern Mediterranean; Black Sea, Baltic and Kuril straits.
Priority areas for the development of the marine fisheries and fishfarming (aquaculture) are: (a) implementation of projects for the construction of new fishing vessels and creation of conditions for preferential placement of orders for their construction at Russian shipbuilding enterprises; (b) creating conditions for stimulating the transshipment by the Russian fishing vessels of harvested (caught) aquatic bioresources for domestic fish processing enterprises; (c) construction of new and modernization of existing fish processing and refrigeration facilities; (d) expansion of directions and scope of scientific research and developments in the field of fisheries, regular research and state monitoring of aquatic biological resources the oceans; (e) conservation and rational use of aquatic biological resources of the territorial sea, exclusive economic zone and continental shelf of the Russian Federation; (f) development of aquaculture and mariculture; and (g) increase in the volume of production (catch) of aquatic biological resources in agreed areas of exclusive economic zones of foreign countries, in the convention areas and the open part of the oceans.
