Abstract
National Health Strategy establishes a strategic framework for the development of healthcare through 2030. It is positioned as a key planning instrument aimed at ensuring national security in the field of public health, defining objectives, priorities, implementation mechanisms, and expected outcomes. The Strategy is grounded in constitutional provisions and a broad set of federal laws governing public health, epidemiological safety, pharmaceuticals, and medical insurance. It also aligns with other national strategies, including those on security, scientific and technological development, and demographic goals, and is intended to guide coordinated policy actions at federal, regional, and local levels.
The Strategy evaluates current conditions in the healthcare system, highlighting both progress and ongoing challenges. Improvements include increased public satisfaction with healthcare services, expanded preventive care coverage, modernization of infrastructure, growth in high-tech medical services, and widespread adoption of digital systems, including telemedicine and artificial intelligence tools. At the same time, it identifies persistent risks such as rising prevalence of noncommunicable diseases, uneven territorial access to healthcare (especially in remote areas), workforce imbalances, and emerging biological threats including pandemics. Additional challenges include aging population dynamics, dependence on imported medical materials, and cybersecurity risks affecting health information systems.
In particular, the Strategy focuses on the following issues: (a) promotion of healthy nutrition with a view of preventing obesity; (b) prevention of the risk of introducing rare and/or previously non-existent (absent) infectious and parasitic diseases into the Russian Federation; (c) quality improvement of raw materials for the production of healthy food products, dietary and medicinal products, and specialized therapeutic nutrition products; (d) development of a state system of social and hygienic monitoring; and (e) promoting healthy eating principles with an emphasis on individualized nutrition programs.
To address these issues, the Strategy sets overarching goals of improving quality and accessibility of healthcare while safeguarding citizens’ rights. It outlines a wide range of tasks and priority actions, including strengthening disease prevention, promoting healthy lifestyles, expanding medical infrastructure, improving financing mechanisms, and advancing domestic pharmaceutical and medical technology production. Emphasis is placed on digital transformation, personalized medicine, and biological security. By 2030, expected results include increased life expectancy, higher levels of healthy behavior, reduced alcohol consumption, and greater technological independence in healthcare, along with improved staffing levels and full participation of medical organizations in efficiency-enhancing initiatives. Implementation is to be coordinated across all levels of government and funded through public programs and budgets.
