Regional Decree No. 267 validating the Regulation on the territories of traditional environmental management of indigenous peoples of the North of the Republic of Sakha (Yakutia).

This Regulation establishes the procedure for the formation of territories of traditional environmental management of the indigenous peoples of the North of the Republic of Sakha (Yakutia), determines the legal regime for the use of natural resources within such territories and is aimed at solving economic, social, environmental and demographic problems in the interests of ensuring the traditional way of life of these peoples. Territories of traditional environmental management of the small indigenous peoples of the North of the Republic of Sakha (Yakutia), according to the legislation of the Russian Federation, are protected areas formed for traditional environmental management and traditional way of life by the small indigenous peoples of the North living in the regional territory. Territories of traditional environmental management are land and reservoirs located on the territory of traditional environmental management, serving as a habitat and distribution of flora and fauna, within which traditional types of environmental management are permitted in accordance with the established procedure. Territories of traditional natural resource management may consist of various parts (zones) with different functional purposes classified in accordance with zoning. Traditional land areas for traditional natural resource management within the boundaries of traditional natural resource management territories are provided for use on the basis of an agreement in the manner and within the time limits established by the legislation of the Russian Federation. The use of natural resources located in the territories of traditional environmental management to ensure the conduct of a traditional way of life of small indigenous peoples is carried out by persons belonging to small indigenous peoples and communities of small indigenous peoples in accordance with the legislation of the Russian Federation, as well as the customs of small indigenous peoples. Persons who are not small indigenous peoples, but permanently reside in the territories of traditional natural resource management, use natural resources for personal needs, if this does not violate the legal regime of the territories of traditional natural resource management.
