Abstract
This Regional Law establishes the legal, economic, financial foundations of administrative-territorial entities in areas (territories) of compact residence of small indigenous peoples of the North of the Republic of Sakha (Yakutia), endowed with the status of “national”, the procedure for their formation and organization, as well as the powers and interaction of government bodies. National ulus (district) shall be intended an administrative-territorial entity within the Republic of Sakha (Yakutia), endowed with the status of "indigenous" in order to protect and preserve the habitat and the right to traditional environmental management, national arts and crafts, the revival of national culture and language, and satisfaction of spiritual needs and creating conditions for the socio-economic development of indigenous peoples of the North (Evens, Evenks, Dolgans, Yukaghirs, Chukchis) in the areas (territories) of their compact residence. National nomadic council shall be intended an administrative-territorial formation as part of an ulus (district), nasleg (village), created by the will of citizens who are part of the nomadic tribal communities of small indigenous peoples of the North in the territories of traditional environmental management, transferred to the ownership of the state in order to ensure the interaction of communities with state authorities and their authorized representatives on the ground, preservation and development of the traditional way of life, and endowed with the status of "indigenous". Mononorms are rules of behavior determined by the customs and traditions of an ethnic community, subject to strict execution and moral influence in case of their violation. The objectives of this Regional Law are: (a) ensuring the constitutional right of citizens to ethnicity, original languages and culture; (b) protection of places of residence and economic activity of small indigenous peoples of the North; and (c) implementation of freedom of choice of forms of government in accordance with mononorms and ensuring an organic combination of ethnic features of self-government of small indigenous peoples of the North with the state system of power of the Republic of Sakha (Yakutia). The main objectives of this Regional Law are: (a) equalization of the standard of living and socio-economic development of the population living on the territory of the indigenous administrative-territorial entity; (b) ensuring the national cultural and spiritual revival of the small indigenous peoples of the North; (c) preservation of the original living environment and traditional economic sectors that determine the original way of life, ethnic characteristics of the small indigenous population of the ulus (district), nasleg (village); and (d) creation of the necessary conditions for the development of the sphere of employment of the population without damage to the environment and its environmental safety.
