Regional Decree No. 284 validating the Regulation on artisanal fishing of precious species in the Baikal lake and other regional water bodies.

Artisanal fishing of precious fish species shall be carried out in conformity with nominal licence issued by the Baikal water basin institution. Fish species subject to artisanal fishing in conformity with fishing licences include precious fishes, fine-mesh fishes and aquatic animals, the fraudulent catch, harvest or annihilation of which are subject to compensation by citizens in conformity with the legislation currently in force. Issuing to citizens, including the foreigners, of nominal once-only fishing licences for personal consumption is aimed at the rational use of fish stocks and further development of artisanal fishing. Artisanal fishing in conformity with once-only fishing licences shall be carried out in separate water bodies or the plots thereof determined by the Baikal water basin institution by agreement with municipal authorities. The amount of catch of precious fishes in conformity with fishing licences in water bodies destined for industrial fisheries shall make part of the total allowable catch and shall not exceed 10% thereof for each single species. The present Regulation shall establish fishing seasons, fishing period, fishing gear and fishing quota. Fishing areas and fishing periods for omul, the list of fishing gear and mesh shall be established by special fishing regime validated by the Baikal water basin institution in accordance with the established modalities. Common document authorizing fishing of precious fishes is once-only fishing licence issued by fishing inspection.
