Regional Decree No. 303-pr validating the State Target Program “Development of small indigenous peoples of the North, Siberia and the Far East of the Russian Federation living on the regional territory.”

The main source of livelihood that ensures the livelihoods of the indigenous peoples of the region are traditional economic activities and trades - fishing, hunting, reindeer herding, folk trades and crafts, which allow preserving the traditional, original way of life.
The goal of the State Target Program is sustainable development based on the creation of favorable and comfortable conditions for living and traditional economic activities of the indigenous population, preservation of original culture and spiritual values of indigenous peoples.
The objectives of the State Target Program are to preserve the original habitat and traditional economic activities of indigenous peoples, ensuring their employment; improving educational level, maintaining national culture, traditions and native languages of the indigenous peoples, ensuring social protection and strengthening health of indigenous peoples; creation of the necessary social infrastructure in populated areas - places of traditional residence of indigenous peoples; increasing social activity and self-organization of indigenous peoples.
The main activities of the State Target Program are: preservation of the ancestral habitat of indigenous peoples; assistance in the development of traditional economic activities; holding events for vocational training, organizing public works and temporary employment of citizens from among indigenous peoples; development of the healthcare and social protection system for indigenous peoples; creation and maintenance of activities in Khabarovsk of the regional ethnocultural center of indigenous peoples; ensuring state support for the preservation of the traditional way of life of indigenous peoples and traditional activities; planning the development of social infrastructure in settlements - territories of traditional residence of indigenous peoples; provision of social infrastructure, heat and energy supply, development of communications in places of traditional residence of indigenous peoples; providing assistance in expanding the assortment, ensuring timely and required volumes of delivery of consumer goods to the northern and remote settlements of the region; promoting the growth of social activity of indigenous peoples.
Target indicators of the State Target Program: increase in employment of the working-age population from among indigenous peoples (percent); increase in the number of reindeer (heads); number of events held jointly with public organizations of indigenous peoples (number).
The main priorities of the regional state policy in the field of sustainable development of indigenous peoples are: compliance with the guarantee of the rights of indigenous peoples; ensuring the effective participation of indigenous peoples in achieving their sustainable development; recognition of the importance of land, other natural resources, including biological ones, and the well-being of the natural environment as the basis for the traditional way of life and traditional economic activities of indigenous peoples; recognition of the right of indigenous peoples to priority access to fishing grounds and hunting grounds, to biological resources in the places of their traditional residence and traditional economic activities; the need for participation of representatives and associations of indigenous peoples in decision-making on issues affecting their rights and interests during the development of natural resources in places of traditional residence and traditional economic activities.
