Abstract
Concept of sustainable development of the indigenous peoples of the North, Siberia and the Far East of the Russian Federation is a nationwide multi-sectoral policy document representing is a system of modern views, principles and priorities in relation to the activities of federal bodies, regional bodies and local government in the field of sustainable development of small indigenous peoples of the North. Sustainable development of the indigenous peoples of the North presupposes strengthening their socio-economic potential, preserving original habitat, traditional way of life and cultural values based on targeted government support and mobilization of internal resources of the indigenous peoples in the interests of present and future generations. The Concept aims to unite the efforts of state authorities and local governments with institutions of civil society, including associations of indigenous peoples of the North, to address the issues of sustainable development of these peoples.
The principles of sustainable development of the indigenous peoples of the North shall be as follows: (a) guarantee of the rights of the indigenous peoples of the North in accordance with the Constitution of the Russian Federation, generally recognized principles and norms of international law and international treaties of the Russian Federation; (b) the complexity of solving problems of socio-economic and ethnocultural development of the indigenous peoples of the North; (c) coordination of actions of public authorities and bodies of local self-government in solving issues of social, economic and ethnocultural development of small indigenous peoples of the North; (d) ensuring the effective participation of the indigenous peoples of the North in achieving their sustainable development; (e) acknowledgement of the value of land, other natural resources, including biological ones, and the well-being of the natural environment as the basis of traditional lifestyle and traditional economic activities of small indigenous peoples of the North; (f) rational use of land and other natural resources in places of traditional residence and traditional economic activities; (g) acknowledgement of the right of the indigenous peoples of the North to priority access to fishing grounds and hunting grounds, to biological resources in places of their traditional residence and traditional economic activities; (h) the need of participation of representatives and associations of small indigenous peoples of the North in decision-making on issues affecting their rights and interests, in the development of natural resources in places of traditional residence and traditional economic activities; and (i) compensation for damage caused to the traditional habitat, traditional way of life, life and health of small indigenous peoples of the North.
Concept shall solve a number of problems: (a) to preserve the original habitat and traditional nature management necessary to ensure and develop the traditional way of life of small indigenous peoples of the North; (b) to develop and modernize the traditional economic activity of small indigenous peoples of the North; (c) to raise the quality of life of small indigenous peoples of the North to the average Russian level; (d) to create conditions for improvement of demographic indicators of small indigenous peoples of the North, including by reducing child mortality and increasing life expectancy to the average Russian level; (e) to improve access to educational services of small indigenous peoples of the North, with the consideration of their ethnocultural features; (f) to promote the development of communities and other forms of self-government of small indigenous peoples of the North; and (g) to preserve cultural heritage of small indigenous peoples of the North.
