Regional Decree No. 325 validating State Program “Development of the regional fisheries complex for the period of 2014-2020.”

State Program “Development of the regional fisheries complex for the period of 2014-2020 is a regional multi-sectoral policy document aimed at reproduction, rational use and protection of aquatic biological resources with a view of developing raw material base of the fishery sector through its build-up (aquaculture, including artificial reproduction and underutilized fishing areas), conservation and improvement of the environment habitat (reproduction, reclamation, ecologically positive technologies of fishing and processing and utilization) and integrated use of aquatic biological resources, taking into account the existing system of population settlement in the region, territorial distribution of productive forces, forecasts of the development of the main sectors of the economy and infrastructure in order to create conditions for sustainable development of the coastal areas of Sakhalin.
The objectives of State Program shall be as follows: creation of conditions for effective, sustainable functioning of fishery complex, including creating conditions for a more complete development underutilized commercial reserves, development of aquaculture, increasing competitiveness of fish products manufactured on the regional territory, increasing investment attractiveness of fishery sector and stimulating creation of highly effective jobs.
The tasks of State Program shall be as follows: (a) improving efficiency of implementation of assigned and transferred to regional competence of governance powers related to fishing and conservation of aquatic biological resources; (b) stimulating the modernization of the main production assets, development of coastal infrastructure of the fishery complex, as well as enterprises, engaged in the manufacturing of fish products with high added value in coastal fisheries and coastal fish processing; (c) increase in labor productivity, increasing jobs with highly efficient year-round employment in fish processing and coastal fisheries; (d) development of mariculture, increasing efficiency and volume of artificial and natural reproduction of aquatic biological resources (including restoration of spawning grounds of the Pacific salmon, salmon river basin ecosystems) and fish breeding capacities, development of recreational potential; (e) promotion of business activities in the field of aquaculture and recreational use of aquatic biological resources; (f) organization and support of certification of fishery and fish products according to WTO standards; (g) promotion of public private partnership in fishery sector; and (h) assistance in the formation of regional brands of fish products.
